Handling of comments for split measurements

DSM Response: This response addresses the two suggestions related to Comments in QRev. I agree the handling of Comments for split measurements is not ideal. This was recognized when the ALT-s and ALT-u commands were implemented. It was decided at the time to retain all comments all the time. The easy alternative was to delete all comments each time ALT-u or a Save was done. However, this would have required the use to reenter comments that were generally applicable, so that each new split measurement was complete. The better approach is to develop a method to retain general comments, such as those made about system tests, moving-bed tests, general site conditions, etc., while allowing comments made about the transect or transects comprising the spilt measurement to be associated with the new measurements. Since a split measurement could contain one or more transects from the group there is a need for retaining some comments from the group while allowing specific comments for the transects comprising the new split measurement. This will require some thought and coding, but seems like a good idea. I will add this to the enhancements list.
