Polygon layer sticking upon zoom/pan

From Gina's notes:

zooming in and out on polygons sometimes polygon gets "stuck" while only the map adjusts. Usually have to unselect and reselect layers, does not usually correct itself .Happens more frequently when view one layer, unselect, and then view another layer. If reload in between each one, usually no issues, but not always the case. Layer does not "hide" when deselected although it is not listed as an active layer. Polygons do not always clear when select clear all layers

for many polygon layers or layers with lines, the mapper struggles when you deselect those or clear all layers and at times won't load or won't load selected layers (but no loading bar displayed)

I wasn't able to recreate this behavior but did note that most of the layers Gina highlighted this behavior on (purple highlight cells here: LISS-Layer-Tasks.xlsx) are feature layers.

However, I did notice that the LIS Watershed shapefile does get stuck in place or at a certain zoom level fairly often when zooming and panning with othe layers displayed. May be worth exploring potential solutions (refresh shapefile on pan/zoom?)
