Add Harbor Water Quality Site date filter

• Add date filter for Harbor WQ sites. Similar to #17 (closed). We want to add a filter so users can select the start and end date for the Harbor WQ sites displayed. Currently the last three years are displayed.
• check request, see if I can only return sites with lat/longs
• add test
