move landing page from ASC software docs

Move stuff from https://code.chs.usgs.gov/asc/ASC_Software_Docs/-/tree/main/Public%20Docs?ref_type=heads to here. Can ignore the CI to push for now.

We would want to do this early so we can all use the same docs build system.
