Create IPDS record for docs

We need to start this pretty early as it is needed for an official release.

From Jay's description:

As per our meeting, we are going to have a single IPDS record for the software documentation site. That record will be a software release for a to-be-made public repository (DGEC) for all of our documentation, including: glossaries, API documentation, tutorials, and long form usage examples. We will perform reviews for content in the DGEC and keep those reviews as records should we need to demonstrate that the documentation is being well reviewed for an external entity like OSQI.

If anyone has a different take away from the meeting, please let me know. I am writing this simply so that we have documentation on the decision that was made and the time it was made.
