Add housekeeping explanation

Software Review for Authors, under Reconcile Review, Add callout. Owner may need to clean history of sensitive information:

"Housekeeping came up in the chat – should we add a callout note on what Housekeeping is and when/if they should use/run it?"

Add callout about: Cleaning up git history on local repo, then run housekeeping (in advanced settings) so it doesn’t hold on to cleaned up bits in GitLab.
