`rgdal` and `maptools` are deprecated

Description

These two tools are deprecated, and are no longer available from the CRAN archives. The functionality seems to have moved into other packages, such as sf.

How to fix

Remove rgdal and maptools from the DEPENDENCIES, and fix whatever that breaks.
