SAC unit conversion factor documentation

Describe the bug Current guidance in the config file indicate that the supplied conversion factor for SAC units should be to cm/sec^2 or cm/sec. However, based on testing it seems that SAC input files should be converted to m/sec^2 or m/sec. See attached file with example -using a conversion factor to cm/sec^2 results in unrealistically large ground motions, and using a conversion factor to m/sec^2 results in ground motions with correct amplitudes.

The unit conversion guidance should be updated under the #Options for readers heading in the config file, and added to the formal documentation.
