Update to fix notification templates and add docker-compose management shell scripts.

Lin, Kuo-wan requested to merge ghsc/users/klin/shakecast-lite:notification_test into master
  1. Change the RGB color specification to literal description. I think it will also work by enclosing the fields in the templates with double-quote.
  2. Ported two V3 remote management scripts (make_org and delete_org) to work with pyCast.
