Update docker management script. Bug-fix notification utf-8 encoding.

  1. Added new docker shell scripts to operate on all instances. Additional command line aliases to interact with specific instances via "docker exec".
  2. Bug-fix notification issues on utf-8 encoding.
  3. Update to MIME subtype for "jpeg" over "jpg".
  4. Update to unify "Content-Disposition" as "attachment" instead of mixed "inline" and "attachment"; supply filename and reference using in template via cid.
