add test recipient field to sc.json

Cheek, Lucas (Contractor) requested to merge lcheek/shakecast:add_test_recipient into master

This PR adds a test_recipient field to sc.json, which can be used to more clearly demonstrate an operational SMTP connection when using the "Run a System Test" button in the frontend settings page. A future PR will add it as a field in the UI.
