Align mseed

Extends the mock miniseed client with a new client which extends endtime on every request. This guarantees that outbound traces from get_waveforms are never matching in length. It is important that traces are never matching to simulate behavior encountered in 10Hz mseed processing. This edit also includes a fix within MiniSeedFactory, which utilizes TimeseriesUtility.pad_and_trim_trace
