Add sncl_mode and scale_factor options to controller:

EdgeFactory and MiniSeedFactory recently had options scale_factor and sncl_mode added to them. In a perfect world, these would not be necessary, but since our EdbeCWB servers currently hold data that follow at least two different conventions ("geomag" or "legacy"), which are not only different in how they assign SNCLs (station, network, channel, location IDs), but in how they store data (floats or compressed scaled integers). These options are necessary to span the transition/migration from one standard to another.

In short, this MR simply adds these options to the Controller, which will only pass them to factories that know what to do with them.
