Update asce-7-16-handler to use component services

  • Similar to asce-41-13-handler.

    • Update asce-7-16-handler to use non-legacy metadata factory (separate issue), and WebServiceAccessor for probabilistic, deterministic, and risk coefficient factories.

  • Remove legacy factories from project.

  • Remove legacy configuration from configurer
