Add functionality for default site class to NEHRP 2020

Essentially, this will compute full results at three different site classes, then choose the best-case and use that value as the final output. Nico/Sanaz will need to provide the details.

Unclear what to note as the "vs30" in the output, maybe report the vs30 of the site class that was ultimately used?
