Add OCONUS Data to Uniform Hazard Endpoint (PGAUH Only)

OCONUS includes the following regions:

• Alaska (AK): [[72.0, -200.0], [48.0, -125.0]] @ 0.1 grid spacing
• American Samoa (AMSAM): [[-11.0, -195.0], [-33.0, -165.0]] @ 0.1 grid spacing
• Guam / Northern Mariana (GNMI): [[23.0, 139.0], [9.0, 151.0]] @ 0.1 grid spacing
• Hawaii (HI): [[23.0, -161.0], [18.0, -154.0]], @ 0.02 grid spacing
• Puerto Rico / U.S. Virgin Islands (PRVI): [[19.0, -67.5], [17.5, -64.5]] @ 0.01 grid spacing
