Update QC for NEHRP-2020

  • Updated QC and smoke test results to be provided by @nluco as part of #457 (closed)
  • Resolve errors introduced in source code
  • Document any acceptable differences as errata
  • Report remaining, unacceptable differences to @nluco and discuss solutions
