Add "Make Authoritative" to Summary Page

Add the "Make Authoritative" button to the "Associated Events" table on the "Admin - Summary" page in the "actions" column.

Clicking the "Make Authoritative" button should make the corresponding origin (phase-data) the preferred origin for that event.
