Remove legends from leaflet overlays

There are currently errors being thrown in the console because the overlays extend L.TileLayer by adding legends. We are not going to add these legends to the map, so the references to the legends/images can be removed. We can also then simplify how we are adding the overlays to the map.

There are three overlays:

• us-hazard
• plates
• faults
