Local system time bug

from User: I wanted to inform the USGS of a slight (potential) glitch on the Latest Earthquakes Beta platform. When selecting “local system time,” it defaults to UTC+8:00 instead of UTC-8 (I’m located in California, PST). I haven’t encountered this issue on the standard platform.
