Update Mouse Position Control

The mouse position control is visible on desktop before the user interacts with the map. Currently, it is empty and so you just see the control padding. We should put some sort of placeholder in until the user hovers over the map.

The mouse position control should say "unavailable" until the mouse position coordinates can be provided (see image below).
