Update Map Controls to be more consistent

This is a styling ticket.

Currently we have 4 controls:

• +/- zoom control
• scale control
• legend control
• mouse position control

Currently all of the controls use different size text, either have drop shadow or not, different font weights. Ensure that there is more consistency in the controls on desktop and mobile.
