Add refresh button to settings

In the PWA we are running in standalone mode and therefore do not have access to the browser.

We want to add a "REFRESH EARTHQUAKES" button above auto update that will refresh the data in the interface:

• This button will always be visible
• This button will be disabled on:
  • search
  • auto update is enabled and we are not in an error state
