Component: EventListingComponent

A component is required to encapsulate all functionality revolving around the event listing, current sort config, and detail popup when the list is visible. This is a "high level" component that will eventually encapsulate other components. This story requires only that the initial shell of the component be implemented so it may be displayed in the UI.
