Notify users when events are added to catalog

For each "featureNotification" action, when the “Update Notifications” option is enabled, generate a separate local notification to the user. For now this should defer to the platform so users can configure their notifications. If a user clicks on the notification, it should return to the application with the earthquake selected to show its details.
