Add separate notification section to settings panel

Currently, The "Notifications" option is under the "Earthquake" section within the settings panel. I am not sure that this makes sense. We might want to create a section of its own for notifications in the settings panel. This will become more useful as the options for notifications expand. I don't see it as critical yet, however it would provide more room to explain the option to users.
