Update default value for "Only List Earthquakes Shown on Map"

Change the default setting of "Only List Earthquakes Shown on Map" to off.

This way we could:

• show all earthquakes by default on the list (desktop and mobile)
• toggling between list/map on mobile will not all of a sudden filter the list (because the map was shown)
• we will no longer have to track if the map has been shown
• extents will not be set in state by default (extents will update when the map is shown)
