Remove map controls from settings

This will make the settings panel much smaller and more manageable. Add the map layer controls to the map:

• basemaps
  • grayscale
  • terrain
  • street
  • satellite
  • ocean
• overlays
  • plates
  • faults

This should use the same control that we use on the earthquake-eventpages application https://earthquake.usgs.gov/earthquakes/eventpage/nc73351710/map
