Remove list settings from settings panel add to list

This could use some discussion, but it would be nice to have the settings that pertain to the list on the list itself. We don't really want this to push down the content because there is already a lot of content before you can even see the list.

My thought is that the "list sort" and "list format" would be offered as side-by-side drop-down options (see rough mock-up)
