Default to Local Time on Timezone

Lisa says she gets a lot of emails about people who are confused about UTC, and I agree. This is a tool for the general public it's not for scientists, we should defer to the public and try to use their local timezone and allow them to switch to UTC if they want. Plus the more advanced users should be able to figure out how to bookmark their settings and therefore this shouldn't be an issue for scientists.
