Deploy: Swap Beta with current Map/List

Update version to 1.0.0

Removing BETA branding is already captured here: #219 (closed)

Move legacy application to new location

• Copy the legacy map/list to /legacy/map on the hazdev-webapps server (See hazdev-webapps issue 18)
• Update routing on cache server to /legacy/map to hazdev-webapps (See hazdev-cache issue 10)
• Update loading page to link to legacy application #251 (closed)
• Deploy Legacy Map/List to Production
  • Deploy hazdev-cache changes
  • Deploy hazdev-webapps changes
• Update version to 1.0.0
• Update manifest.webmanifest, to use /earthquakes/map/ for scope and start_url
• Deploy beta to /earthquakes/map to development
• Test on dev
• Deploy to production
