Filter to Map Extents not working on initial load

This appears to only be an issue on mobile devices, but can be reproduced in the inspector when emulating for mobile:

1. Open inspector and emulate for mobile
2. Open the map and zoom in until less than the whole world is visible
3. Switch the the list panel
4. Select option to "Only List Earthquakes Shown on Map"
   • Now only a subset of events should be visible in the list (i.e. 2 of 394 earthquakes in map area)
5. Refresh the page with only the list open
6. All events will be visible in the list.

Even though extents exist and the filter earthquakes to map extent open is enabled the application will show all events (i.e. 394 of 394 earthquakes in the map area). The option is selected to filter, but it is not actually filtering an earthquakes.
