Add links to documentation from settings panel

I was using the application on my phone and the "Notifications" option was disabled in the settings panel. This behavior is expected, but it's a little confusing to someone who doesn't realize that you can't get notifications on your mobile phone.

I would like to link to the help documentation for the following settings options:

• Notifications -> link to "Desktop Notifications"
• Share Settings -> link to "Saving your Settings"

Each of these options in settings has a header, a line of text, and then a button. At the end of the line of text I would include a link that says, "Learn More" that links to the correct help section expanded (see other links in settings panel for examples of how to set this in state).
