Move help documentation into modal pop-up
Currently the Help/About section is accessed via the "?" link in the top-right hand corner of the screen. The help/about section is one of our panels, but it behaves differently than all of the other panels. This ticket would no longer make it a panel.
When we link to help/about sections we open the help panel which takes the user away from what they are currently doing and makes it hard to return to their previous state.
Changes:
- (?) icon will open a modal with all of the content from the help section in a modal pop-up
- Selecting the (?) icon will no longer change the ui panel state. The currently selected panels will stay open, but the modal pop-up will now overlay the existing application configuration.
- Selecting a link from the settings panel (for instance the "time zone" link), will open the help modal and scroll to the correct content. This is the current behavior, but in a modal pop-up.
- This means that ui.state can be simplified. There doesn't have to be separate styles/behavior for the about/help section
- I would suggest removing "about" from ui.state -> panels
- If any of the "help" information is set in ui.state, then trigger the modal popup (new addition to modal.service)
