Remove Pipeline Templates

Remove include of pipeline-build-template
- Still okay to use generic-deploy project for on-prem deployments
  - Maybe use this image: INTERNAL_REGISTRY/ghsc/hazdev/container-deploy:latest
  - See this example usage: https://code.usgs.gov/ghsc/hazdev/hazdev-geoserve-ws/-/blob/master/.gitlab-ci.yml#L44
Update jobs to have similar functionality as they currently do
