Publish Package

• Publish NPM package to GitLab registry.
• Will need to add a publish stage and pipeline to publish the Angular library to this repositories GitLab registry
  • Run pipeline automatically on upstream/main and tag creation, all other manual
  • https://docs.gitlab.com/ee/user/packages/npm_registry/
• upstream/main should be tagged with "latest" and any created tag should be tagged with the tag value
