CPS no longer available?

In updating some links recently, I noticed the the CPS website we link to in the README appears to no longer exist: http://www.eas.slu.edu/eqc/

This means that there is currently no way for a user to actually download and install CPS or read about how to use it. @kallstadt, has the time come to deprecate CPS? Maybe we replace it? Will be a lot of work though
