3.0 dependencies

Several issues relating to dependencies:

• Pysheds
  • Unpin from 0.3.5. Will need to troubleshoot the relief function in 0.4
  • Submit pull request to fix np.in1d deprecation warning
• numpy
  • Unpin from <2.0. Can only happen post-pysheds
  • Update for post-2.0 changes. See the migration guide
    • Changes to copy=False
  • Check if numba typing still issues DeprecationWarnings after upgrading to 2.0+
• Python
  • Allow Python 3.13 and add to build matrix
  • Check 11, 12, and 13 tests for warnings
    • mp spawn vs fork
