This milestone is for the refactoring of the code used to filter a set of stream links to a final set of model worthy basins.

These filters include:

• Slope angle
• Confinement angle
• Total upslope burned area
• Below a road or developed area
• Interacting with a debris-retention basin

This milestone will likely require a supporting "kernel" module to build the kernel files for the confinement analysis.

This milestone is complete when the code for the stream filters is:

• Modularized
• Includes docstrings
• Includes unit tests and passes all tests, and
• Has been scientifically validated.
