Summary

This MR provides the 1.0.0 release. In brief, the package consists of the following 3 functions:

download -- Downloads the STATSGO archive
merge -- Merges STATSGO shapefiles into a single CONUS shapefile
rasterize -- Converts a STATSGO data field to a cloud-optimized GeoTIFF

This MR should also provide the code, security, admin, and domain reviews for the release.
