Data Mapping App: Add test site layer

Add Dots for test sites.

• Service exists: https://staging-earthquake.usgs.gov/nshmp/#/Utilities/util_doGetTestSites
• Single toggle to display (or not) all sites; no need for filtering by region
• Maybe try and put labels on map once zoomed relatively close such that the labels don't overlap
