Fix UCERF3 aseismicity factor rupture width reduction

Aseismicity factors are being applied incorrectly. SystemSourceParser is applying a depth increase to a fault as opposed to a down dip width decrease (such that the first row of a non-vertical gridded surface is offset from the original trace)
