Prep repositories for review

I'm putting this in a single issue here but it applies to the dependent repositories we're going to want to have reviewed. Sub issues can be created in those repos if need be.

Note: Eric mentioned that the DISCLAIMER is only "approved for release" (i.e. not provisional) on the PUBLISHED release/tag. The code in the main and development branches remains PROVISIONAL (Technology and Product forum, 9/1/2021, ~0:45)
