Convert PEER test models to JSON and update examples

PEER test case models are needed for the examples to run, at least Set1-Case1. Examples also refer to old XML models, so these examples need to be updated to use local copies of the new JSON models

• Set3 test cases are not implemented, but all Set 1 and 2 tests are converted to JSON and running.
• Example directory has also been updated to refer to the JSON model and use nshm-conus
• New issue for implementation of Set 3 test cases: #481
