Support for MMI

Per external requests, there is interest in adding MMI to the nshmp-haz stack so this issue will likely be relevant across other repositories (e.g. nshmp-ws-static, nshmp-apps).

This could be treated like an additional intensity measure. Needs discussion with risk/shake group.
