Review KBCG20 and PSBAH20 Seattle M9 basin flavors and flags

The Seattle M9 basin terms and site flags aren't being handled correctly by the KBCG20 and PSBAH20 *_SEATTLE_M9_INTERFACE_BASIN GMM flavors. For example, the following hazard runs produce identical total (or interface) hazard results:

  • using equally weighted *_CASCADIA_INTERFACE_BASIN and *_SEATTLE_M9_INTERFACE_BASIN flavors with the seattle-m9 site-data
  • GMMs as above but without seattle-m9 site-data
  • giving full weight to *_CASCADIA_INTERFACE_BASIN flavors and omitting *_SEATTLE_M9_INTERFACE_BASIN flavors (site-data shouldn't matter)
