Hazard curve calculation output for magnitude-binned hazard curves

@pmpowers as we discussed on 2/1/2024, this feature would allow for IMT hazard curves to broken down by magnitude bin (see figure below) as part of the HazCalc output. Currently the only way to do something like this is to disaggregate at a range of IMLs, get P[Mw] at each IML, and multiply by the overall AFE at that IML.

Initial implementation started. When computing full MPRS seems to add about 1 second compute time per site.

Some runs with magnitude curves take a little longer. Suffice it to say, we've added flags for now that suppress most of the work of compiling curves binned by magnitude. We've also added unit tests to for Gmm, SourceType, and magnitude curves.

We'll open a separate issue to wrap this behavior in a web service. May also want to set binning using config; currently it is hard coded: M4.4 --> 9.4, 0.2M bins. Magnitudes below 4.4 will cause an error; magnitudes above 9.6 would go in the 9.4-9.6 bin. Probably could just have the uppermost bin be 9.2-9.4
