Remove Tapered GR nshmp-haz behavior

nshmp-lib includes a MFD handler for tapered GR MFDs wherein the rates are scaled slightly to match behavior of nshmp-haz. This handler should be removed but is dependent on final verification and matching of JSON source models and subsequent sensitivity testing to demonstrate little change to hazard.
