Fault Section Tags

Update fault section service to handle multiple tags of the fault section repository.
Add ability to handle the following region and years:
- Hawaii 2021: repo tag 1.1, filter for HI directory only
- CONUS 2018: repo tag 1.1, filter out AK, HI and territories
- AK 2023: repo main branch, filter for AK directory only
- CONUS 2023: repo main branch, filter out AK, HI, and territories

Recursive directories have been removed from 1.1 to main branch, update file walker to handle either.
