Update fault-section tests

Once nshm-fault-sections is loading properly:

• create/migrate parameterized tests (formerly in nshmp-lib/.../NshmFaultSectionTests that check database contents. This should only require calling the factory constructors as they will verify that each geojson is well-formed.
• Add tests that verify section ID's are in the correct range as specified in the documentation
